Summary:

Modal shift in transportation of mineral from sourcing location to processing plant is a transport-sector GHG mitigation methodology that credits projects which replace truck-based mineral haulage with slurry pipelines.

The methodology applies to projects that build new slurry preparation facilities, pipelines, and associated de-watering and handling infrastructure to move mineral from a defined sourcing location to a processing plant. Extracted mineral is mixed with water to form slurry, pumped through a dedicated pipeline network, and delivered to the processing facility, displacing conventional road transport using trucks.

Eligible projects must demonstrate that the most plausible baseline is continued road transport by trucks, that the project causes a real modal shift, and that all pipeline nodes, transported mineral type, and routes are defined ex ante in the Project Design Document. The methodology is globally applicable, but excludes efficiency improvements to existing pipelines and cases where trucks are not the dominant baseline option.

GHG emission reductions are quantified by comparing baseline emissions from truck transport with project emissions from electricity and fossil fuels used to operate the slurry preparation plant, pipeline system, and any complementary truck routes, plus land-use-change emissions for pipeline corridors where relevant. Construction and other upstream emissions are treated as negligible relative to long-term operational savings, and methane and nitrous oxide from combustion are excluded for simplification, ensuring a conservative but practical accounting approach.

The methodology sets clear monitoring requirements for transported tonnage, transport distances, energy consumption, and fuel use, and applies established tools for electricity system emission factors and fossil fuel combustion.
