The ICR Environmental and Socio-economic Safeguards and Sustainable Development Monitoring Tool (ICR ESES-SD Monitoring Tool) is designed to support project proponents in the systematic monitoring, documentation, and reporting of environmental, social, and economic impacts, as well as sustainable development contributions, throughout the implementation and operation of GHG projects registered under the International Carbon Registry (ICR).

The Monitoring Tool builds on the validated ESES assessment and ensures that identified safeguards, mitigation measures, and enhancement measures are effectively implemented and monitored over time, in line with the principle of do no harm and ICR program requirements.

Environmental Safeguards Monitoring

The Monitoring Tool supports the ongoing monitoring of environmental impacts associated with the project, including but not limited to air quality, water use, waste management, biodiversity, and the use of natural resources. Project proponents are required to monitor identified risks and impacts, report observed outcomes during each monitoring period, and demonstrate the effectiveness of mitigation measures implemented to prevent or minimize adverse environmental effects.

Social Safeguards Monitoring

The Monitoring Tool facilitates monitoring of the project’s social impacts, including effects on local communities, employment, health and safety, working conditions, and stakeholder engagement. The objective is to ensure that social safeguard measures remain effective throughout project implementation and that any adverse social impacts are identified, addressed, and reported in a timely manner.

Economic Safeguards and Economic Development Monitoring

The Monitoring Tool enables project proponents to report on the project’s contribution to economic development, including employment generation, local economic activity, infrastructure development, and technology transfer, where applicable. Monitoring focuses on verifying that economic benefits identified at the assessment stage are realized and maintained during the project lifecycle.

Sustainable Development Goals (SDGs) Monitoring

The Monitoring Tool requires project proponents to monitor and report on contributions to the United Nations Sustainable Development Goals (SDGs) identified in the validated ESES assessment. For each applicable SDG, proponents shall report observed contributions during the monitoring period, including relevant targets and indicators, and provide supporting evidence demonstrating how the project contributes to sustainable development outcomes such as poverty reduction, improved health, education, gender equality, and climate action.

Purpose and Use

The ICR ESES-SD Monitoring Tool ensures transparency, consistency, and verifiability of safeguard and sustainable development monitoring across projects and monitoring periods. Monitoring reports prepared using this tool are subject to verification by an accredited Validation and Verification Body (VVB) and form part of the project’s publicly available documentation under the ICR program.
