Summary:
This methodology applies to forest climate protection projects in temperate and boreal Europe, enabling quantification and certification of GHG removals and reductions from improved forest management (IFM). It aligns with ISO 14064-2 and integrates principles from CDM and the PACM additionality framework. Projects define a baseline scenario, either a normal forest model based on conservative yield tables or a performance benchmark using national inventory data, and quantify removals above this baseline.
Additionality is demonstrated through multiple levels, including GHG, statutory, barrier, and common practice analysis, with an optional investment test.
Clear spatial and temporal boundaries must be defined, and standardized equations are used to convert timber stock data to CO₂ equivalents.
Monitoring is conducted at flexible intervals throughout the project crediting period (15 years, renewable up to 45 years), tracking volume, harvest, growth, and leakage indicators.
Emission reductions are calculated as baseline minus project emissions minus leakage. Project emissions are conservatively assumed to be zero. Leakage is either set to zero or 10% based on national harvest data.
