Summary:

This proposed methodology under the ICR program is based on, and adapted from, CDM methodology AMS-III.AF. It applies to project activities that reduce methane emissions by excavating partially decayed municipal solid waste already deposited at closed or legacy solid waste disposal sites and treating the biodegradable fraction through controlled composting or other aerobic stabilization processes.

In the absence of the project activity, the waste would continue to decompose anaerobically and generate methane emissions. The methodology retains the core activity logic and baseline approach of AMS-III.AF but removes the small-scale threshold to allow application to larger legacy waste remediation projects. To support large-scale application, it introduces additional safeguards, including strengthened applicability conditions, baseline assessment, additionality provisions, monitoring, quality assurance, and leakage assessment.

Baseline emissions are quantified using a First-Order Decay landfill gas generation model, based on the quantity, age, and characteristics of the excavated waste. Project emissions include emissions from transportation, fuel and electricity consumption, oxygen use where applicable, and residual composting emissions. Leakage is assessed where relevant.

Emission reductions are calculated as the difference between baseline emissions and the sum of project emissions and applicable leakage. Monitoring includes waste quantities, waste characterization, compost production and use, energy and fuel consumption, transportation, oxygen use where applicable, and composting-related emissions, supported by representative sampling and documented QA/QC procedures.
