### Summary:

Introduction of Low-Emission Electric, Hybrid Vehicles and Mobile Machinery in Commercial Applications is an industrial-sector GHG mitigation methodology that credits projects which replace or retrofit high GHG-emitting vehicles and mobile machinery with low-emission alternatives.

The methodology is applicable across multiple sectors, including logistics, construction, material handling, and other commercial operations where such equipment is widely used. The methodology applies to projects that introduce electric, hybrid, or dual-fuel vehicles and mobile machinery while maintaining the same level of service. This enables a direct transition to lower-emission technologies without altering operational output or service delivery.

Eligible projects must demonstrate that the baseline scenario is the continued use of high GHG-emitting vehicles and machinery, that the project does not result in a change in service level or modal shift, and that project and baseline equipment are comparable in category and capacity. The methodology is globally applicable and accommodates multiple low-emission technologies, including electricity, biofuels, gaseous fuels, and green hydrogen, while ensuring robust safeguards against double counting.

GHG emission reductions are quantified by comparing baseline emissions from high GHG-emitting operations with project emissions arising from electricity and alternative fuel use, along with any applicable leakage sources. The methodology adopts a conservative approach by focusing on CO₂ emissions as the primary source and requires systematic monitoring of energy consumption, fuel use, and operational activity for accurate and transparent accounting.

| <p>Thank you for sharing the consultation materials and for the opportunity to review the proposed methodologies M-ICR020 and M-ICR018.</p><p>As ATABAŞ GROUP, operating actively in global commodity trading, logistics, and energy-related sectors, we highly appreciate initiatives aimed at reducing greenhouse gas emissions and improving transparency within industrial and transport systems.</p><p>We would like to provide the following feedback:</p><p>Firstly, we find the approach toward integrating low-emission technologies, including electric and hybrid vehicles in commercial operations, both timely and necessary. The methodology presents a structured framework that could significantly contribute to decarbonization, especially in logistics-intensive sectors.</p><p>Secondly, regarding the modal shift in mineral transportation, we consider this approach particularly valuable. Transitioning from road-based systems to more efficient alternatives has a measurable and scalable impact on emission reduction. However, we believe that practical implementation challenges, especially in developing regions, should be further addressed. Infrastructure limitations, financing constraints, and operational readiness are key factors that may affect real-world applicability.</p><p>Additionally, we would like to emphasize the importance of aligning such methodologies with actual commercial practices. In many regions where we operate, logistical flexibility and cost-efficiency remain primary drivers. Therefore, integrating economic feasibility alongside environmental impact will strengthen adoption across industry participants.</p><p>We also suggest considering mechanisms that encourage participation from private sector traders and logistics operators, as their involvement will be critical for scaling these methodologies effectively.</p><p>Overall, we find the methodologies well-structured and aligned with global sustainability trends. With further consideration of operational realities and regional differences, these frameworks can become highly impactful tools for emission reduction.</p><p>We appreciate the opportunity to contribute and remain open to further engagement and collaboration.</p> |
