Markdown versions of documentation pages are available by appending `.md` to page URLs; this page is available as [Markdown](https://documentation.carbonregistry.com/documentation/icr-program/updates/june-2026-1.md). # June 2026 {% hint style="info" %} ICR has updated the ICR process requirements and released an updated representation deed template. {% endhint %} ### ICR Releases Updated Process Requirements v6.3 The International Carbon Registry (ICR) has released Version 6.3 of the ICR Process Requirements, strengthening the operational procedures that support project registration, validation, verification, issuance, use of International Carbon Credits (ICCs), and ongoing program oversight. The updated Process Requirements clarify how ICR Program requirements are implemented in practice through the ICR registry, project lifecycle procedures, issuance processes, adjustment mechanisms, validation and verification interfaces, ratings, risk assessments, and other administrative procedures. The Process Requirements are procedural in nature. They do not replace the ICR Requirement Document or establish separate substantive criteria for project eligibility, quantification, monitoring, reporting, additionality, safeguards, permanence, or methodology application. Instead, they set out how those requirements are administered and applied through ICR’s project and registry processes. ICR has also released a new Representation Deed template to support clearer appointment of focals and authorized representatives acting on behalf of project proponents in the ICR registry. ICR periodically updates its program documentation, templates, and procedures to ensure that its program framework remains clear, transparent, and consistent with the development of the ICR Program and the evolving needs of project proponents, validation and verification bodies, registry users, and market participants. #### Key updates The revised Process Requirements provide a more detailed and structured operational framework for projects and ICCs under the ICR Program. Key improvements include: * Expanded procedures for project submission, pre-registration, validation, ICR review, registration, monitoring, verification, crediting period renewal, withdrawal, retraction, and closure. * Clearer registry and account prerequisites for project proponents, project developers, validation and verification bodies, account holders, market participants, rating agencies, risk assessors, insurance providers, and other registry participants. * Improved procedures for issuance of ex-ante ICCs and ex-post ICCs, including issuance requests, issuance prerequisites, ICR confirmation of issuance, serialization, registry records, and public disclosure. * Expanded procedures for conversion of ex-ante ICCs to ex-post ICCs following monitoring, verification, and ICR review after verification. * Strengthened adjustment mechanisms for non-performance, non-permanence, and non-corresponding adjustment risks, including provisions relating to adjustment accounts, insurance, guarantees, warranties, escrow arrangements, compensation, and replacement mechanisms. * Clarified procedures for transfers, retirements, cancellations, and use of ICCs, including restrictions on ex-ante ICC use and requirements relating to Article 6.2 or other external scheme related use. * Expanded provisions on the role, approval, scope, engagement, registry access, reporting obligations, and oversight of validation and verification bodies. * New and expanded provisions integrating project ratings and risk assessments into the ICR project cycle. * Revised oversight procedures, including routine assessment, integrity assessment, findings, corrective actions, further actions, referrals, public disclosure of oversight outcomes, and continuing obligations. * Clarified procedures for project representatives, focals, and authorized representatives, supported by the new Representation Deed template. #### Operationalizing ICR Program requirements The ICR Process Requirements set out the procedures through which the ICR Program is administered in practice. While the ICR Requirement Document establishes core program requirements, the Process Requirements describe the operational steps, registry workflows, documentation requirements, review procedures, issuance processes, ICC status management, and oversight mechanisms used to apply those requirements consistently across the project lifecycle. The new Representation Deed template supports this operational framework by providing a standardized basis for documenting authority where a focal or authorized representative acts on behalf of a project proponent. This update improves clarity for project proponents, validation and verification bodies, registry users, rating agencies, risk assessors, insurance providers, and other parties involved in the ICR Program. #### Ratings and risk assessment in the project cycle A key feature of the updated Process Requirements is the integration of project ratings and risk assessments into the project lifecycle. Project ratings are incorporated as independent project integrity processes that support transparency, comparability, and market confidence. Ratings may provide additional information to market participants, buyers, investors, insurers, and other stakeholders, while remaining separate from validation, verification, ICR review, registration, issuance, and risk assessment. Risk assessments are integrated into ICR’s risk-based program administration and may inform adjustment account contributions, insurance or guarantee requirements, issuance conditions, conversion conditions, enhanced monitoring, continued listing, suspension, or other measures required to maintain program integrity. Projects submitted to, pre-registered with, registered under, or otherwise administered by the ICR Program should ensure compliance with the updated procedures and applicable transition provisions.
