Update to ICR Article 6.2 Procedures and Approved Methodologies List
The International Carbon Registry (ICR) has released updated versions of key program documents supporting the implementation of Article 6.2 of the Paris Agreement and the continued development of the ICR program framework.
This update introduces Version 2.0 of the ICR Article 6.2 Procedures and Version 4.1 of the ICR Approved Methodologies, Modules and Tools. The revisions clarify procedural requirements for projects seeking eligibility for international transfers of mitigation outcomes and update the list of methodologies and tools applicable under the ICR program.
ICR periodically updates its program documentation to ensure alignment with evolving international climate policy, carbon market infrastructure, and regulatory frameworks.
Key updates
The revision to the ICR Article 6.2 Procedures strengthens the framework governing internationally transferred mitigation outcomes (ITMOs) and clarifies requirements applicable to projects seeking designation of Article 6.2 ICCs. Key improvements include:
Expanded requirements for host country letters of authorization and attestation, including minimum information requirements.
Clarified procedures for designation and issuance of Article 6.2 ICCs.
Strengthened provisions to prevent double issuance, double use, and double claiming.
Introduction of clearer corresponding adjustment status indicators within the registry.
Formalization of compensation mechanisms for potential non-corresponding adjustment events.
Expanded provisions for annual reporting and monitoring of corresponding adjustments.
These revisions aim to ensure that the ICR program remains aligned with the evolving operationalization of Article 6.2 and relevant international frameworks, including requirements related to the CORSIA Emissions Unit Eligibility Criteria.
Approved methodologies, modules, and tools
ICR has also published an updated list of approved methodologies, modules, and tools applicable under the ICR program.
Projects registered under the ICR program may apply:
Active methodologies and tools from the Clean Development Mechanism (CDM)
Active methodologies and tools from the Paris Agreement Crediting Mechanism (PACM)
Approved ICR methodologies, modules, and tools
All applied methodologies must remain fully consistent with the ICR Requirement Document and ISO 14064-2 requirements.
Transition from CDM methodologies
To support the transition from the Kyoto Protocol mechanisms to the Paris Agreement framework, the updated methodology document introduces the following transition deadlines:
Projects applying CDM methodologies must be pre-registered before 30 June 2026, and
Validation must be completed before 31 December 2026.
After these deadlines, new projects are expected to apply PACM methodologies or ICR-approved methodologies.

Effective date
The revised documents enter into force immediately upon publication.
Projects seeking designation of Article 6.2 ICCs or intending to apply CDM methodologies should ensure compliance with the updated requirements and applicable transition deadlines.
