#### **Launch of Renewed Public Consultation – M-ICR005**

The International Carbon Registry (ICR) has initiated a renewed public consultation for an updated methodology under development, further supporting the development of carbon crediting methodologies for waste management, circular economy activities and reduction of greenhouse gas emissions from final disposal.

The consultation includes:

[**M-ICR005 – Reduction of GHG emissions by diverting unsold goods and organic waste from disposal**](https://documentation.carbonregistry.com/documentation/icr-program/public-consultation/methodologies/2026/m-icr005-v3.1)

This methodology, developed by **Zero Waste Co.**, provides an approach to quantify greenhouse gas emission reductions from diverting eligible unsold goods and organic waste from final disposal to productive use.

M-ICR005 was previously made available for public consultation in 2023 under an earlier version of the ICR Methodology Approval Process. Since then, the methodology has undergone material updates following ICR review, methodology revisions, validation and further technical review. ICR is therefore conducting a renewed public consultation to allow stakeholders to review and comment on the updated methodology under the current methodology approval process.

**Scope and objectives**

M-ICR005 provides criteria and procedures for quantifying greenhouse gas emission reductions from project activities that divert eligible materials from final disposal.

The methodology supports:

* diversion of eligible unsold usable goods from disposal to commercialization or donation,
* diversion of eligible organic waste from disposal to animal feeding, with or without prior processing,
* baseline determination for disposal in solid waste disposal sites or through incineration,
* quantification of avoided baseline emissions, project emissions and leakage,
* application of current Article 6.4 methodological tools, including A6.4-AMT-003 and A6.4-AMT-007,
* strengthened monitoring, end-use evidence, parameter classification, QA/QC and double-claiming controls.

In the absence of the project activity, eligible materials would be disposed of in a solid waste disposal site or through incineration. Emission reductions are calculated as the difference between baseline emissions and the sum of project emissions and any applicable leakage.

**Consultation process**

The public consultation period runs from **9. September to 9. October 2026**.

ICR invites stakeholders, technical experts, project developers, waste management practitioners, circular economy stakeholders, retailers, food and organic waste management actors, and validation and verification bodies (VVBs) to review the methodology and submit feedback. Stakeholder input is an important component in supporting methodological robustness, environmental integrity, clarity and practical applicability.

A webinar will be organized during the consultation period to present the methodology and engage with stakeholders. Further details will be communicated separately.

**Next steps**

Following the consultation:

* ICR will consolidate all stakeholder feedback,
* the methodology developer will respond to comments and revise the methodology as appropriate,
* the VVB will assess material revisions where required, and
* the methodology will proceed through the next steps of the ICR methodology approval process.

**Access to consultation documents**

The methodology and consultation form are available on the ICR Public Consultation page:

**Effective status**

This methodology is currently under public consultation and is not yet approved for use under the ICR program.
