# Criteria

A methodology refers to a set of rules and procedures used to calculate, estimate, and monitor the amount of GHG emissions reduced or removed by a specific project. It is a standardized approach that defines how emissions reductions or removals are quantified, monitored, and verified. The ICR methodology requirements provide requirements for developing new methodologies under the ICR program. The purpose is to support project proponents, methodology developers, and validation/verification bodies (VVBs) in developing and assessing new innovative methodologies.
