### Project design description

A project design description (PDD) outlines the details of a project that aims to reduce or remove greenhouse gas (GHG) emissions and issue carbon credits. The PDD is used to demonstrate that the project conforms to the requirements of the ICR requirement document and eligibility to issue carbon credits.

### Monitoring report&#x20;

A monitoring report (MR) is a document that outlines the results of monitoring and measuring greenhouse gas (GHG) emissions reductions or removals from a specific project. The report is used to verify that the project or program is achieving the expected emission reductions or removals stated in the PDD.

### Project design description and monitoring report

A project design description and monitoring report is a document that describes project activities and demonstrates that a proposed project conforms to the ICR requirement document and the ISO 14064-2. Further, it provides monitoring and quantification of greenhouse gas (GHG) emission mitigations generated by a specific project for a specific monitoring period.&#x20;

### Letter of attestation

A "Letter of attestation" under Article 6.2 of the Paris Agreement is a document provided by the host country where project impacts generate Internationally Transferred Mitigation Outcomes (ITMOs).

### Non-permanence event report&#x20;

A Non-permanence event report refers to a document or notification that reports an event or circumstance where GHG emissions mitigations in form of carbon stocks that were previously issued or claimed are invalidated or "reversed."

### Non-performance event report

A Non-performance report is a document that is used to report instances where a project has failed to meet its validated GHG emissions mitigations.&#x20;

### Non-permanence risk assessment

To determine *non-permanence* risk adjustment contribution ICR conducts a risk assessment of *non-permanence* of projects, utilizing insurance quality underwriting criteria. Risk factors considered include counterparty, country and project specific risk that could result in under-performance and/or *reversal*, leading to *non-permanence*.

### Non-performance risk assessment

The risk of *non-performance* of *projects* *registered* with ICR is addressed with an *adjustment account* held and operated by ICR. *Projects* *issuing* *ICCs* *ex-ante*, not covered by an insurance for *non-performance* risk, shall deposit to the *adjustment account* irrespective of *sector* and *project type* adjustment credits subject to risk assessment on *non-performance*. To determine *adjustment account* contribution ICR conducts a risk assessment of *non-performance* of projects, utilizing insurance quality underwriting criteria.
